Does steam allow account reselling?

I want a game on Steam that’s priced around 50 USD but it has caught my attention that i’ve seen some websites selling steam accounts with games purchased in countries where prices are considerably lower. My question is: Does Steam allow third-party websites to sell accounts with games? Is it likely that i will get penalized? Thanks in advance for your help.

Selling and Buying steam accounts is a common practice, I have seen many people do it succesfully without any problem. however, that doesn’t mean it’s safe, if steam finds out that an account is purchased or sold, the account may be locked permanently. according to their policy “Steam accounts cannot be bought or sold”.

Yeah i’ve seen websites like this that offer accounts but i’ve investigated a little more and it’s still a risk to purchase them. I will save the money to purchase the game directly, even if it’s costlier. Thanks for your reply, Shivam.

Glad it helped! My friends have purchased many accounts in the past and all of them were safe, I guess if the source/seller is really trusted it should be fine.
